Through strategic investments, policy frameworks, and a comprehensive vision for technological transformation, the Kingdom has rapidly evolved from an AI aspirant to an influential player on the world stage. This publication examines the remarkable trajectory of Saudi Arabia's AI ecosystem, from its foundational initiatives to its current achievements and future ambitions across both classical and generative AI domains.

The Foundation: Vision 2030 and Strategic AI Development


Saudi Arabia's AI journey began in earnest with the launch of Vision 2030 in 2016, marking a pivotal shift in the Kingdom's economic strategy toward digital transformation and reduced oil dependence. This comprehensive blueprint placed AI at the heart of Saudi Arabia's diversification efforts, recognizing the transformative potential of data-driven technologies.


The establishment of the Saudi Data and Artificial Intelligence Authority (SDAIA) in 2019 served as a catalyst for the structured development of the country's AI capabilities, providing centralized leadership for the Kingdom's ambitious technological agenda.




The National Strategy for Data & AI, spearheaded by SDAIA, created a detailed roadmap for AI development across multiple phases. As SDAIA President Dr. Abdullah bin Sharaf Al-Ghamdi stated, "We are ready to lead a knowledge-based economy. I hope that Riyadh will be a hub for AI". Between 2019 and 2023, Saudi Arabia's research output in AI grew at an impressive annualized rate of 45%, demonstrating the Kingdom's increasing commitment to advancing the theoretical and practical dimensions of artificial intelligence. This remarkable growth aligns with the broader objective of establishing Saudi Arabia among the top 15 nations in AI by 2030, with specific targets including the training of 20,000 data and AI experts and the establishment of over 300 active AI startups.


Massive Investment: Funding Saudi Arabia's AI Ambitions


The Kingdom's commitment to AI is perhaps most visible in its unprecedented financial investments. Project Transcendence, announced in 2024, represents a landmark $100 billion initiative aimed at accelerating AI and advanced technology adoption throughout Saudi Arabia. This massive funding commitment rivals similar initiatives globally and positions the Kingdom as a serious contender in the international AI arena.


In addition to Project Transcendence, Saudi Arabia has allocated substantial resources to various AI-focused investment vehicles. The Public Investment Fund (PIF) announced plans in 2024 to create a specialized $40 billion fund for AI investments, with potential partnerships with prominent US venture capital firms including Andreessen Horowitz. These investments target a diverse range of AI-related technologies, from chip manufacturing to large-scale data centers, establishing the foundation for a comprehensive AI ecosystem within the Kingdom.



Government spending on information and communication technology (ICT), including AI, grew at a compound annual growth rate of 27 percent between 2019 and 2023. In 2024 alone, the government allocated $10 billion to ICT infrastructure development, further supporting the expansion of AI capabilities throughout the country. This substantial financial commitment reflects Saudi Arabia's strategic prioritization of AI as a cornerstone of its economic transformation.


Current State: A Flourishing AI Ecosystem


By 2025, Saudi Arabia has created a dynamic and rapidly evolving AI landscape. According to recent studies, Saudi businesses plan to invest approximately $76.5 million in generative AI this year, significantly exceeding the global average of $47 million. This aggressive investment strategy has contributed to the Kingdom's accelerated development in AI capabilities and applications.


Infrastructure development has been particularly impressive, with Saudi Arabia emerging as the second-largest country in the Middle East for colocation data centers. The Kingdom currently hosts 22 active centers with an additional 40 under development, providing the robust digital infrastructure necessary for advanced AI operations. Saudi Arabia has also established 245 data management offices within the public sector, further strengthening its data governance framework and enabling AI-driven public services.



In terms of public awareness and engagement, 75% of Saudis now understand AI concepts, with 64% aware of its specific applications. This high level of awareness reflects the effectiveness of educational initiatives and public communications regarding the importance and potential of AI technologies. Furthermore, 86% of universities in the Kingdom now offer AI programs, with 42% specifically focusing on AI disciplines, creating a pipeline of local talent to support the growing industry.


Generative AI Innovations: Arabic Language Models and Beyond


Generative AI has emerged as a particular area of focus for Saudi innovation, with significant resources devoted to developing Arabic-specific capabilities. The 'GenAI for All' initiative, launched through the Digital Cooperation Organization, aims to support research, improve governance policies, increase awareness of ethics, and build capacity in generative AI across member states.


A notable achievement in this domain is the Allam app, the first Saudi beta application capable of conducting conversations in Arabic, which includes hundreds of millions of specialized articles. Launched during the Generative AI Forum, this application represents a significant advancement in Arabic language AI and demonstrates Saudi Arabia's commitment to developing localized AI solutions.

The development of Arabic natural language processing (NLP) capabilities represents another crucial focus area. As of 2025, 81% of government entities report that AI is significantly improving their services. The Kingdom has digitized 97% of all government services, ranking fourth globally on the UN's E-Government Development Index.


The transformation of the Tawakkalna app exemplifies this integration. Originally introduced in 2020 to manage COVID-19 restrictions, it has evolved into a comprehensive digital hub providing seamless access to more than 600 government services. Available in seven languages and accessible in 77 countries, the app utilizes AI to enhance user experience and service delivery efficiency.


In the transportation sector, the Saudi Public Transport Company (SAPTCO) has invested in AI technologies to develop autonomous buses and enhance public transport systems. These implementations include route optimization algorithms and predictive maintenance technologies that improve efficiency and reduce costs. Similarly, in healthcare, AI-driven projects focus on disease prediction, personalized medicine, and resource management, with the Ministry of Health using AI algorithms to predict disease outbreaks and allocate healthcare resources more effectively.

The Kingdom's research output in AI has been growing at an impressive rate, with multiple centers of excellence established across the country. The International Centre for Artificial Intelligence Research and Ethics (ICAIRE), led by SDAIA, plays a pivotal role in advancing AI research while ensuring ethical considerations remain at the forefront of technological development.


The SDAIA's "State of AI in Saudi Arabia" report, covering the period from 2019 to 2023, highlights seven key pillars of the Kingdom's AI strategy: policies and regulations, investment, infrastructure, data, talent and human capabilities, research and innovation, and adoption. This comprehensive approach has contributed to SDAIA's global recognition, including a first-place ranking in government strategy for AI by the Global AI Index.


Competitive Analysis: Strengths and Challenges


Saudi Arabia's competitive advantages in AI include abundant energy resources, substantial financial capacity, and strong political will to drive AI projects forward. The Kingdom's strategic geographic position and ambitious vision have attracted global technology partners and investors, further strengthening its AI ecosystem.


However, challenges remain. According to recent studies, 78% of businesses in Saudi Arabia believe they aren't moving fast enough in their AI adoption journey. Key barriers include talent acquisition difficulties, technology maturity issues, and the need for more comprehensive regulatory frameworks. While significant progress has been made in developing local talent, the Kingdom continues to rely heavily on international expertise for advanced AI implementation.


Economic and Social Impact


The economic impact of AI on Saudi Arabia is projected to be substantial, with PwC estimating that AI will contribute $235.2 billion—or 12.4 percent—to the Kingdom's GDP by 2030. This significant economic contribution underscores the transformative potential of AI technologies across various sectors of the Saudi economy.


Beyond economic benefits, AI is reshaping Saudi society in multiple ways. Educational initiatives are leveraging AI to personalize learning experiences, while healthcare applications are improving patient outcomes and resource allocation. As Saudi Arabia enters Phase III of its National Strategy for Data & AI in 2025, the Kingdom is poised to accelerate its efforts in executing AI initiatives on a national level. Key focus areas for the future include further development of generative AI for Arabic content, expansion of Arabic natural language processing capabilities, AI-driven business transformation, education and workforce development, and continued emphasis on ethical AI and privacy.
