Deepfakes and Democracy: The 2026 Inflection Point
Between 16 October and 4 November 2026, seven countries vote, and the material reaching their voters includes more synthetic audio and video than in any election year before. This report measures the shift: roughly 170 AI political ads in the US midterms alone, celebrity deepfakes run by foreign operations, detection benchmarks collapsing to coin-toss reliability, and the first serious rulebook arriving mid-campaign.

The AI Slop Crisis: Machine Content and the Trust Collapse (2026)
Machine content went majority in 2026: about half of new music uploads are AI-generated, sixteen of YouTube's biggest slop channels were deleted, 3,749 fake news sites publish across sixteen languages, and automated traffic passed half of all web requests. This INSIDE Report measures the flood across six domains, documents the crackdown that began in March 2026, and argues that the scarce good of the decade is verification.

The AI Slowdown: When the Frontier Labs Hit Pause (2026)
In the autumn of 2026 the frontier AI laboratories asked their own industry to slow down. OpenAI withheld its next frontier model and paused training; Anthropic took its evaluations off the live internet; Microsoft proposed an emergency brake; and the White House kept the auditors and dropped the brake. This report reconstructs the record from primary reporting, separates the mechanism from the rhetoric, and asks what a slowdown that no outsider can verify is actually worth.

Sovereign AI Race: The Complete Series (2026)
The entry point to the Sovereign AI Race series: what the series asked, the frame and the method it applied without exception, and the complete library of its twenty-two published publications, from the first country report to the comparative capstone and the European Union bloc report, with cover images and links to every report.

Sovereign AI Race: European Union (2026)
The European Union bloc report of the Sovereign AI Race series: the AI Act and the AI Office's enforcement, the EuroHPC fleet and JUPITER, InvestAI and bloc capital, the open model consortia, and the AI literacy obligation. The bloc holds the rules race outright, part-holds compute and capital, and rents the rest.

Sovereign AI Race: Comparative Capstone (2026)
The comparative capstone of the Sovereign AI Race series places all twenty subjects on one five-layer frame and one metric set. It sets out the five postures the series found, states how each country finished in the three races (compute, models, rules), and carries the series' demonstration case: Bahrain's loss of its AWS cloud region in 2026, and the rules, language and people that survived it.

Sovereign AI Race: Bahrain (2026)
Bahrain is the last country report in this series and the first case of compute loss. It won the first AWS cloud region in the Gulf in 2019 and lost it in 2026 when damage spanning multiple availability zones left it unrecoverable, with data hosted exclusively there declared inaccessible. What survived is the layer a strike cannot reach: its AI policy, its procurement rules, its data protection regime and its programme to train 50,000 Bahrainis.

Sovereign AI Race: Qatar (2026)
Qatar is the smallest Gulf state in this series and the one whose sovereignty doctrine is the most explicit: the technical report behind its national model line declares sovereignty a first-class design principle across every component. That line is Arabic-first, published as open weights, and built on a Google backbone. The accelerators underneath every data centre in the country are imported under United States export rules.

Sovereign AI Race: South Africa (2026)
South Africa holds roughly three quarters of Africa's data centre capacity and hosts the continent's largest disclosed AI compute cluster, and the accelerators in that cluster are United States-controlled parts sourced through a Dubai intermediary under United States export licensing. Its national AI policy was gazetted in April 2026 and withdrawn in June after at least six of its 67 citations were found to be fabricated.

Sovereign AI Race: Portugal (2026)
Portugal is the smallest country in this series and the one whose sovereignty claim is the most specific: it built an open language model in European Portuguese, released it under Apache 2.0, and put it into public service within days, for 5.5 million euros of recovery funds. The compute on its soil belongs to Microsoft and a British operator, its strategy is financed mainly from Brussels, and its firms report the lowest AI adoption in the series.

Sovereign AI Race: Russia (2026)
Russia is the series' sanctioned isolationist: the fastest legislative programme in the group, a genuinely integrated national model trained on domestic infrastructure, and no ability to make the chip the whole programme runs on. Its first AI statute, signed 26 July 2026, is a development and localisation law rather than a safety law. This report tests what sovereignty means when the flagship compute figure is unaudited and half the model field rests on a Chinese base.

Sovereign AI Race: Italy (2026)
Italy is the first European Union member state with a comprehensive national AI law, in force since 10 October 2025, and the first to complete an implementation package. It also trained its national language model from scratch on its own public supercomputer. This report tests the gap between the two: a state that can fine a chatbot today and cannot power a gigawatt of AI compute before the 2030s, with a compute build-out owned by American hyperscalers.

Sovereign AI Race: Spain (2026)
Spain built the European Union's first AI supervisory agency, ran its first AI regulatory sandbox, and trained the first public multilingual foundation model in Europe on its own supercomputer. Its national AI law is still in committee. This report tests what regulatory sovereignty means when the regulator exists, the sandbox has closed, the guidelines are published, and the enforcement statute has not passed.

Sovereign AI Race: Brazil (2026)
Brazil is the first country in this series whose compute strategy is a deliberate hedge between the two superpowers: one top-ten-class supercomputer ordered from the United States and one from China, announced in the same month. Its plan is the PBIA, its law is still in committee, and its regulators have been governing AI without it. This report tests the hedge against what has actually been built.

Sovereign AI Race: United Kingdom (2026)
The United Kingdom hosts the deepest AI research labour market in Europe and owns none of the frontier laboratories conducting research there. Its flagship sovereign compute project was announced, promoted, and paused when the company behind it judged the energy costs and regulation unfavourable. Its most consequential AI rules came from a competition authority rather than a parliament. This report tests the claim that Britain is an AI maker.

Sovereign AI Race: Germany (2026)
Germany owns the strongest public compute layer in the series, Europe's first exascale supercomputer and the continent's largest sovereign AI factory, and it has no leading-edge chip fab after Intel cancelled Magdeburg. Its model champion is now part of a Canadian company. Its enforcement machinery is the strongest in Europe. This report examines the country that funds, legislates and researches its way forward while renting the frontier.

Sovereign AI Race: Singapore (2026)
Singapore is the first country in this series competing mainly in the rules race. It rations the megawatts its data centres may use, writes the governance frameworks the region adopts, hosts other countries' AI, and holds a financial stake in the American frontier. Its own prime minister has said the advantage does not lie in building the largest models. This report prices what the strategy owns and what it rents.

Sovereign AI Race: South Korea (2026)
South Korea manufactures the memory that the world's AI runs on, and it runs its own AI strategy on rented accelerators. Its open-weight models are the strongest outside China and the United States, its AI law was the first comprehensive statute in Asia-Pacific, and its net AI talent flow is negative. This report examines the one layer Korea owns completely, the four it contests, and the workforce that decides the outcome.

Sovereign AI Race: Japan (2026)
Japan is the first country in this series that owns a large part of the industrial substrate on which artificial intelligence runs: the materials, the equipment, the packaging, the robotics. It also runs its own government on foreign models, buys its national AI factory from NVIDIA, and sends its largest private capital flow to an American laboratory. Its Cabinet has written the most precise definition of AI sovereignty in the series, and this report tests the definition agai

Sovereign AI Race: Morocco (2026)
Morocco built the most complete AI strategy in Africa in two years, and the report measures what it runs on. Two data centre flagships announced at half a gigawatt each, one supercomputer that runs, a data protection authority enforcing on AI, and an arithmetic its own press published: the projects would draw up to a fifth of national electricity and millions of litres of water a day. Report 7 of the Sovereign AI Race series.

Sovereign AI Race: India (2026)
India has built the most complete AI policy stack in the developing world in two years, and this report measures what it runs on. A subsidised compute marketplace flat for nine months, an outlay 3.9 per cent disbursed, open-source models genuinely trained in India, and every accelerator imported. Report 6 of the Sovereign AI Race series.

Sovereign AI Race: France (2026)
France is the depth case in the Sovereign AI Race: it writes the rules for a continent, it hosts the densest frontier-model research base in continental Europe, and it trains and exports its champion to a valuation above 21 billion euros. It also rents every accelerator it runs on. This report measures the strongest bet in the series, and the one asset its strategy cannot buy.

Sovereign AI Race: USA (2026)
The United States occupies a position no other country in this series can: it writes the licensing regime the others live under, and it holds the ability to decide who receives the most capable systems. This report measures what being the licence holder is made of, and what it costs, from the export regime rescinded and rebuilt in eighteen months to the chokepoints in Taiwan, the Netherlands and its own grid.

Sovereign AI Race: China (2026)
China is the only state attempting to hold all five layers of sovereign AI at once, including the manufacture of its own accelerators. The export controls denied it the hardware frontier and produced a complete domestic stack instead, whose open-weight models now carry more than half of global open-model downloads. This report measures what China built, what it cost, and what it withheld.
